In studying and drawing the network diagram, it is natural to find a more reasonable method than the previous work steps. It can be seen that the method of only summarizing unit work is not suitable for management. It is also important for relevant planners to put forward a clear and consistent image of what they are going to do in the future and clarify their responsibilities in the whole work. The larger the scale of the plan, the more effective this will be, and this plan is also suitable for people with little operating experience or for communicating intentions to the person in charge of the cooperative unit.

The second stage is the scheduling stage, which checks the time required for each process, the estimated costs and personnel required according to the needs, and then calculates the planned schedule on this basis. The time required for each process gives the normal status value that is not affected by the completion period, which forms the schedule. Then compare the schedule with external requirements such as completion date. If it is necessary to shorten the schedule, it is necessary to find out what can be shortened from the whole plan and study which processes should be taken. If the research is carried out on the basis of the whole schedule, the relationship between each process and the whole network can be determined, that is, the critical path, the maneuver time, etc., and appropriate measures can be taken on this basis.
 
The schedule prepared in the planning and oral arrangement stage will be improved to meet the requirements through repeated consideration and research according to the external requirements of the construction period. Revise the plan and schedule several times according to different situations. The final schedule that can be put into practice is thus prepared, which is called the initial plan. Start the implementation of the plan according to the initial plan. The implementation of the plan is based on this initial plan, and the deviation from the plan should be checked frequently. To keep this deviation to a minimum, efforts should be made in management. It is necessary to regularly monitor the progress of the plan. If the accurate information about the progress cannot be accurately grasped, although the initial plan is well prepared, the schedule management cannot be well carried out. This is called tracking the schedule. Because the network diagram and the time required for each operation in the initial plan are initially estimated, more accurate values should be given while the plan is in progress.
