The above statistics and plan management, due to the use of computers, has greatly improved the efficiency of summary and the level of planning work, making modern planning methods useful. However, due to the high efficiency of the computer, the machine is in a long-term waiting state after the summary, and the efficiency of the computer is not high. The computer has greatly improved the speed of solving the model. However, there is no organic connection between the various plans and management, and the overall picture cannot be seen. At the same time, the collection of basic data is also very inconvenient. This is the initial stage of computer management.

At this time, several plan management have been linked, and there is information exchange and feedback between them. It can be seen that there is a deeper link between various departments. For example, the plan management of some products is linked with the export plan and energy plan, and the mutual influence between resources, production and foreign trade needs can be analyzed. The planning level of this stage is higher than that of the single management stage, but it is not easy to separate the program and data, so it is not convenient to collect and use data, and there is much data redundancy.

Computer management has been widely used in planning departments at a certain level. All project management are organically linked and share a database. At this stage, the data is not redundant, and it is only correct. Information processing is highly automated. Common planning methods can be easily used. Planners can call any data through some simple and practical programs. Regular plan calculation and comprehensive balance can achieve results in a timely manner. However, at this stage, the program library has not been generally established, so its use and development are limited.
(4) System decision management stage
In this stage, in addition to the establishment of the database, the program library of planning methods is also equipped, and the program decision-making, prediction and simulation can be automatically completed through this system. The working conditions and scientific level of planners have been greatly improved.
