By 2016, there had been more than 3000 consumer associations at or above the county level, including 31 in provinces, autonomous regions and municipalities directly under the Central Government. The purpose of the China Consumer Association is to conduct social supervision over goods and services, protect the legitimate rights and interests of consumers, guide consumers to consume reasonably and scientifically, and promote the healthy development of the socialist market economy.

The plenary meeting of the Council is held once a year. When the meeting is not in session, the Standing Council shall exercise its functions and powers.
