When it is determined that a project adopts the CPM plan, there are four methods for preparing the actual network diagram: one is the meeting consultation method, the second is the plan group method, the third is the entrusted expert method, and the fourth is the staff plan group method.
1、 Meeting consultation methods
The main personnel related to the project construction will form a consultation group to decide the preliminary arrangement of the network through the meeting. This method is called the meeting consultation method. The relevant personnel include the personnel of the contractor, the site leader, the factory representative and the representative of the design institute. The team should have full decision-making power, and the relevant personnel should implement the promises so as to ensure that the network plan works. The specific method is to hold a meeting to discuss each process of the project one by one. For each part of the discussion, a part of the network diagram will be drawn on the blackboard in turn, and then reviewed by the team. The network obtained through this discussion is relatively rough, and only after the group reaches an agreement can the relevant information be sorted into a formal network diagram. Generally, a preliminary list of process items can be prepared before the meeting negotiation, or a list of similar projects in the past can be used as a reference, which can greatly improve the efficiency of the meeting and enable the negotiation to make decisions directly against the development network. An important factor in a successful consultative meeting is leadership. If the leadership cannot determine the direction, the talks can only be general or contentious.
2、 Planning team approach
Sometimes the method of holding a meeting with all parties and the main responsible person participating in the consultation is not applicable: because the number of participants is insufficient, it is difficult to make decisions, and too many participants will make the discussion inefficient. At this time, an alternative method, namely the planning group method, can be adopted. The number of planning team members is limited to about three, including EPC project personnel, project management personnel and CPM experts. Due to the small number of people, the network map is prepared quickly. Of course, the decisions made must be communicated to the relevant departments, which is its shortcoming.
When using this method, we also draw a network diagram while negotiating, and draw a sketch on the blackboard as a preliminary plan. Of course, such a plan may need to be modified several times to complete a network diagram. For a project plan, the network diagram must be adapted to the project, and the project cannot be adapted to the network diagram by putting the cart before the horse. A correct network plan should have great adaptability, which is the outstanding advantage of the network diagram, because it clearly reflects the content of the plan to all aspects of personnel, so that others can understand and provide suggestions.
3、 Entrusted expert method
This method is in the charge of the CPM expert, who will prepare the network after obtaining the opinions from the general contracting principal and all responsible persons. This method takes the least time for engineers and is effective when used properly. However, it must be noted that due to the lack of relevant key personnel to make decisions through joint consultation, it often occurs that the construction personnel do not regard this plan as a specific implementation plan, so that the plan cannot be implemented.
4、 Planning staff team approach
Larger general contracting units or factories often set up their own special staff planning team to consider the network plan of the project. Although this method is often used, attention must be paid to prevent the tendency of leaving the construction site and site management personnel. Sometimes only the construction site needs to provide services to the staff planning team, rather than the staff planning team providing services to the construction site fully and timely. As a result, many planning teams, like printing presses, print out a large number of planning documents, which have little practical effect.
