For example, if a website set up by a public institution allows users to browse or download through charging, this kind of behavior belongs to business behavior, but this kind of business behavior does not change the non-profit nature of its organization.
 
In real life, a website may provide both free information services and charging information services, showing mixed characteristics. Obviously, it is impossible for us to determine the proportion of charging information services that can be positioned as operational information services. Such mixing may not hinder the settlement of information service disputes between website operators and users, because we can judge whether it is paid or unpaid from specific information service behaviors to determine the rights, obligations and responsibilities of both parties. However, for government regulation, this may become a problem. This is because Internet information service managers should clearly define the website as operational or non operational, and then implement different control measures.
