The government websites referred to in these Guidelines refer to the websites set up on the Internet by people's governments at all levels and their departments, dispatched offices and institutions undertaking administrative functions, which have the functions of information release, interpretation and response, service, interaction and exchange.

All regions and departments can refer to these Guidelines to formulate local and departmental government website management measures, standardize website domain names, strictly launch processes, strengthen supervision and assessment, promote resource intensive, and achieve orderly and healthy development of government websites.

1、 General requirements

(1) Guiding ideology.

2、 Division of responsibilities

(1) Management responsibilities.

The government website should integrate the front end of the access business system and display it uniformly. According to the needs of business departments, we should flexibly set up special columns, jointly plan and carry out special activities of online and offline linkage, and actively serve the government work.

3. Special personnel shall be responsible for editing the content of government websites. Specifically responsible for timely release and update of website content, unified management of data resources, integration and processing of information services, response to interactive appeals, optimization and innovation of presentation forms, etc. Do a good job in planning, collecting, compiling and publishing information content, strengthen on duty review, timely discover and correct errors and omissions, and ensure that the website content is accurate and the service is practical and useful.

4. Special personnel shall be responsible for the technical operation and maintenance of government websites. 3、 Opening and integration

(1) Website opening.

Government websites are divided into government portal websites and departmental websites. In principle, the people's governments and their departments at or above the county level can set up at most one website in one unit.

1. Classified opening.

Government portal. People's governments at or above the county level and departments under the State Council should set up government portals. In principle, villages, towns and sub districts do not set up government portals, but open government affairs and provide government services through government portals at higher levels. The existing township and street websites should integrate the content into the portal website of the superior government as soon as possible. Towns and sub districts with special needs can retain or open websites after their applications are approved according to the procedures for opening government portal websites.

Department website. Provincial and municipal government departments, as well as institutions at or above the county level where the system wide vertical management departments are located, can open their own websites as required.

In principle, county-level government departments do not set up government websites, but open government affairs and provide government services through the county-level government portal. Existing county-level government department websites should integrate the content into the county-level government portal website as soon as possible. County level government departments with special needs can retain or open websites after their applications are approved by referring to the department website opening process.

When regions and departments carry out major activities or special work, in principle, they do not set up special websites separately, but can set up special columns on government portal websites or department websites to do relevant work well. If the established special website only involves the responsibility of a single government department, the content should be integrated into the relevant government website as soon as possible; If the responsibilities of multiple government departments are involved, the content should be integrated into the government portal website or the website of the leading department.

2. Opening process.

(1) Provincial governments and departments under the State Council plan to set up portal websites, which will be reported to the general offices (offices) of their respective regions and departments to handle relevant matters according to the procedures after being approved by the main responsible comrades of their respective regions and departments, and reported to the general office of the State Council for filing. The people's government at the prefecture, city and county level plans to open a government portal, which should be approved by the main responsible comrades of the government at the same level. The general office (office) of the government at the same level should submit an application to the general office (office) of the government at the higher level, review it level by level, and report it to the general office of the people's government at the provincial (district, city) level for approval.

The people's government departments at the provincial, prefecture and municipal levels that plan to open departmental websites should submit an application to the general office (office) of the people's government at the same level after obtaining the consent of the main responsible comrades of the department, review it level by level, and report it to the general office of the people's government at the provincial (district, city) level for approval. (2) The sponsor of the government website submits an application to the preparation department for attaching the website logo of the party and government organs, and registers the domain name of the government website according to the process; Apply to the local competent telecommunications department for ICP filing; File with the public security organ according to the relevant requirements of network system security management.

(3) The sponsor of the government website shall submit the basic information of the website, which shall be reviewed level by level and reported to the General Office of the State Council for obtaining the government website identification code before the website can be launched. The newly opened government portal website shall publish the opening announcement on the superior government portal website; The newly opened department website shall publish the opening announcement on the government portal website at the same level. Government websites that fail to pass the security test shall not be launched.

3. Name specification.

Government portals and departmental websites should be named after the names of their local regions and departments. If the existing name does not meet the requirements, it shall be adjusted as soon as possible, or the standard name shall be added in the existing name display area. The full name of the government website shall be prominently displayed in the head logo area.

4. Domain name specification.

Government websites should use English domain names with the suffix. gov.cn and Chinese domain names that meet the requirements, and English domain names with other suffixes are not allowed. The portal website of the Central People's Government uses the domain name of "www.gov.cn", and other government portal websites use the domain name of "www.□□□. gov.cn" structure, where □□□ is the pinyin or English string corresponding to the name of the local area, the department and the institution. For example, the domain name of the portal website of Beijing Municipal People's Government is www.beijing.gov.cn, and the domain name of the portal website of the Ministry of Commerce is www.mofcom.gov.cn.

The department website shall use the subordinate domain name of the government or superior department portal website, and its structure shall be "○ □□□. gov.cn", where ○ is the pinyin or English string of the department name. For example, the domain name of the website of Baoding Water Resources Bureau is slj.bd.gov.cn.

Government websites should not register multiple domain names, and existing domain names that do not meet the requirements should be gradually cancelled. If there are multiple domain names that meet the requirements, the main domain name should be specified. In principle, the website of website columns and content pages shall be in the form of "www. □□□. gov.cn/.../..." and "□□□. gov.cn/.../...". The domain names of newly opened government websites, columns and content pages shall be set according to the requirements of the Guidelines, and the original domain names that do not meet the requirements of the Guidelines shall be gradually adjusted.

5. Logo and slogan.

Logo is an important visual element in building the brand image of government websites. All regions and departments can design website logos according to regional characteristics or department characteristics. The logos should be distinctive, easy to identify, beautiful, easy to remember and promote.

Government websites generally do not set up slogans. If necessary, the exhibition can be designed according to the development philosophy and objectives of the region and the department.

(2) Website integration.

Generally, government portals cannot be shut down. Website revision and upgrading shall be carried out under the condition of ensuring normal operation.

1. Website migration.

If the government website needs to be permanently offline due to its inability to maintain, the sponsor's cancellation and merger, or the relevant intensive requirements, the original content should be integrated and migrated. The integrated migration shall be applied by the sponsor, reviewed level by level, and approved by the general office of the provincial (district, city) people's government or the general office (office) of the department under the State Council before it can be started. In principle, relevant announcement information shall be kept for at least 30 days.

2. Temporary offline.

If the government website needs to be temporarily offline due to rectification and other reasons, the sponsor shall submit an application, review level by level, and the temporary offline can only be done after the approval of the general office of the provincial (district, city) people's government or the general office (office) of the department under the State Council. At the same time, an announcement shall be made on the website and the government portal website at the same level. Temporary offline shall not exceed once a year, and the offline time shall not exceed 30 days.

If the government website is ordered to be shut down urgently due to irresistible factors, such as long-term power failure and network disconnection, or the relevant provincial (district, city) people's government offices or general offices (offices) of departments under the State Council are required to report in writing to the Office of the State Council in a timely manner, not counting the offline times of the current year.

If the government website is not offline or rectified according to relevant procedures and requirements, the general office of the relevant provincial (district, city) people's government or the general office (office) of the department under the State Council shall seriously hold the person in charge of the website sponsor accountable.

3. Web page archiving.

Web page archiving is the process of sorting, storing and utilizing the historical web pages of government websites. In case of integration, migration and revision of government websites, valuable original pages should be archived. The archived page should be accessible normally and clearly marked with "archived" and archiving time in a prominent position.

(3) Change filing.

In case of any change in the host unit, person in charge, contact information, website domain name, main structure or access address of the column of the government website due to institutional adjustment, website revision and other reasons, it shall timely file with the superior competent unit and update the relevant information. If the domain name of the website changes, an announcement shall be made on the original website.

4、 Website Features

The functions of government websites mainly include information release, interpretation and response, and interactive communication. Government portals and departmental websites with external service functions also provide service functions. The Chinese government website should play its role as the first platform for government affairs openness and the general portal for government affairs services, build an open government website system architecture, and the websites of provincial governments and departments of the State Council should actively connect with the Chinese government website.

(1) Information release.

All regions and departments should establish and improve the information release mechanism on the government website to timely and accurately release information on important government meetings, activities and decisions. 4. Documentation. 5. Government affairs. Release information that needs to be widely known by the public, such as government affairs news, notices, announcements, and work updates of the region and the department, and reprint important information released by superior government websites and government portals at the same level. When publishing or reprinting information, the source shall be indicated to ensure the accuracy of the content. For important information, relevant pictures and videos shall be distributed if conditions permit.

6. Information disclosure guide, catalogue and annual report. Publish the government information disclosure guide and the government information disclosure directory, and update them in a timely manner. The information disclosure directory should be linked and integrated with the website document database and relevant column content, and specific information can be retrieved through the directory to facilitate public search. 7. Data release. 8. Data opening. 2. The websites of provincial government departments should be deployed on the provincial platform. Portal websites of municipal and county-level governments, websites of municipal government departments and websites of dual management departments shall be deployed on provincial platforms or approved municipal platforms.

3.
