All regions and departments can refer to these Guidelines to formulate local and departmental government website management measures, standardize website domain names, strictly launch processes, strengthen supervision and assessment, promote resource intensive, and achieve orderly and healthy development of government websites.
1、 General requirements

3. Special personnel shall be responsible for editing the content of government websites. In principle, county-level government departments do not set up government websites, but open government affairs and provide government services through the county-level government portal. Existing county-level government department websites should integrate the content into the county-level government portal website as soon as possible. County level government departments with special needs can retain or open websites after their applications are approved by referring to the department website opening process.
When regions and departments carry out major activities or special work, in principle, they do not set up special websites separately, but can set up special columns on government portal websites or department websites to do relevant work well. If the established special website only involves the responsibility of a single government department, the content should be integrated into the relevant government website as soon as possible; If the responsibilities of multiple government departments are involved, the content should be integrated into the government portal website or the website of the leading department.
2. Opening process.

3. Name specification.
Government portals and departmental websites should be named after the names of their local regions and departments. If the existing name does not meet the requirements, it shall be adjusted as soon as possible, or the standard name shall be added in the existing name display area. 4. Domain name specification.
Government websites should use English domain names with the suffix. gov.cn and Chinese domain names that meet the requirements, and English domain names with other suffixes are not allowed. The portal website of the Central People's Government uses the domain name of "www.gov.cn", and other government portal websites use the domain name of "www.□□□. gov.cn" structure, where □□□ is the pinyin or English string corresponding to the name of the local area, the department and the institution. Government websites should not register multiple domain names, and existing domain names that do not meet the requirements should be gradually cancelled. Generally, government portals cannot be shut down. Website revision and upgrading shall be carried out under the condition of ensuring normal operation.

If the government website is not offline or rectified according to relevant procedures and requirements, the general office of the relevant provincial (district, city) people's government or the general office (office) of the department under the State Council shall seriously hold the person in charge of the website sponsor accountable.
3. Web page archiving.
