It is understood that in 2014, 1872 ministerial websites invested less than 20000 yuan in construction, operation and maintenance, accounting for 57.8% of the total number of ministerial websites; 55852 local government websites invested less than 20000 yuan, accounting for 70.8% of the total number of local government websites. The average annual construction, operation and maintenance cost of grass-roots websites below the county level is less than 7000 yuan.
At the same time, as of October 2015, the number of national government website construction, operation and maintenance support personnel was 191000. Among them, there are 70826 websites with no more than one full-time staff (including those without full-time staff), accounting for 86.3% of the total. More than 60% of websites below the county level have no full-time staff.
Many problems exist, such as lack of support from business departments, low content quality assurance, low user utilization, and poor stickiness. Many local government websites are marginalized. It is understood that intensive construction has been fully launched in China.
