1. User registration and login

① Open the security service platform of national public security organs' Internet websites

② New users need to register first: please click [Register] on the home page.

③ Fill in the registration information (note: all items are required, and please fill in carefully when the mobile phone number and email address involve credit certification issues)

④ Successful registration will automatically turn to the login interface, enter the user name, password and verification code, and click [Login] to login

2. Management of start-up entity

① Application for establishment subject: For users who have filed for the first time, they must first fill in the true and effective information of the sponsor and the person in charge. Only after the subject information has passed the review can the online filing be carried out under the subject.

② Click the left menu [Startup Entity Management], you need to select your own startup entity type according to the actual situation and fill in all the information correctly (Note: the information filled in when entering the entity information must be true and effective to be approved)

③ There are six types of the main body of establishment: enterprises, military colleges and universities, government agencies, institutions, social organizations, and individuals.

④ After filling in, click [Submit for Review]. After the review is passed, you will receive a short message notification. You can also view the review results in the system message. The general audit time is 21 working days.

Notes for filling in:

① The uploaded ID image should be clear and within 512K in size;

② Unit name: In form, the full name of the sponsor shall be filled in completely. For individuals, the name of the individual shall be filled in, and for enterprises, the name of the company registered in the industrial and commercial business license shall be filled in. The content should be true and accurate, and it is not allowed to replace the sponsor's information with domain names or numbers or website names;

③ Nature of the organization: It should be consistent with the name of the sponsor and other information. If the name of the sponsor is a company, the nature of the organization should be an enterprise; If the sponsor is Zhang San, the nature of the organization should be an individual;

④ Certificate number: It shall conform to the corresponding format requirements and be consistent with the nature of the sponsor and other information (enterprises, institutions, government agencies, military, social organizations, individuals, etc.). If the sponsor is an enterprise, it shall not fill in the number of non industrial and commercial business license such as military code or personal ID card;

⑤ Investment or competent unit: if the website belongs to enterprises, institutions, social organizations, government agencies, or the military, fill in the name of the legal person or the name of the highest responsible person of the unit;

⑥ Permanent residence of person in charge: the content is true and accurate, and the format standard is complete. For example, rural units should fill in the details to the village, and urban units should fill in the street number or mailbox number;

⑦ Office telephone: be sure to fill in. The number shall be standard in format and true and accurate in content, and no obvious untrue contact information such as "010-00000000" is allowed.

3. New website filing application

Click the menu on the left [New Website Application] and fill in the true information as required. After filling in, click Submit to wait for approval. The general audit time is 21 working days (note that it must be filled in as required, otherwise it will be returned)

Step 1: The website sponsor, who has submitted an application or passed the review, can directly click Next;

Note: If the website does not involve pre approval content, do not check the option content; If you do not have your website service content, you do not need to select it.

① Website name: should be consistent with the nature of the sponsor and other information. If the sponsor is an individual website, it shall not be named "XX Co., Ltd."; The domain name cannot be used as the website name. Websites hosted by non-governmental institutions or non-governmental authorized institutions shall not be named with public affairs keywords such as "the people's government of a certain city", "supervision of a certain city"; Websites hosted by non national organizations shall not be named with the prefixes of "China", "China" and "rights protection". ② Website service type: companies can select company portals, and individuals can select blogs/personal spaces. If there are other types of content, you can check them truthfully.

③ If your virtual host only corresponds to one IP address, you can fill in the same IP address; If it corresponds to multiple IP addresses, fill in the start and end IP addresses truthfully.

Step 3: fill in the information of the website leader

If the information of the website leader/information security leader is the same as that of the main person in charge of the founder, it can be filled in automatically by checking directly; If different, fill in according to the actual situation.

Notes for filling in:

Name of the person in charge: The full name of the real person shall be filled in, and it is not allowed to fill in "Mr. Wang", "Miss Li", "individual", or add numbers or letters and other obviously untrue names.

Step 4: Prompt description

Please read carefully. If there is no objection, check "I have read the information network security protection scheme" and click [Submit]. The feedback information will be notified in the form of SMS, and you can also log in to the website to view the system messages.

Special attention:

The filing will be completed after the preliminary review of the non interactive website is completed. The interactive website needs to conduct face review or on-site inspection, and the specific time will be notified by SMS.

If you receive the notice of face-to-face examination from the public security organ, please bring the required certificates to the public security organ for material integrity inspection according to the time notified by the SMS;

If you receive the notice of on-site inspection from the public security organ, please prepare according to the notice and cooperate with the public security police to conduct security inspection.

Step 5: After completing the above review, the public security organ will issue a public security record number. You need to place the filing number at the bottom of the website home page; The website filing code can be added to the code on the homepage of the website.

Method to obtain the code: check the details of the website in the filed website, and click [click to copy the filing number] to obtain the filing code.

4. Change of website filing information

For the website that has completed the filing, if the filing information needs to be changed, click [Website Information Change] on the left menu of the home page to select the website to be changed, click the corresponding icon in the "Operation" column to edit, and then click [Submit]. The public security organ will process the change request within 21 working days. If you need to conduct material integrity inspection or on-site inspection, you need to cooperate with the public security police to verify according to the content of the received message.

5. Website cancellation application

Special attention: The website logout must ensure that the website has been closed, otherwise the logout cannot be completed.

Log in to the website, click the [Website logout application] menu on the left side of the home page, select the website to logout, click the corresponding icon in the "Operation" column, click [Send verification code], fill in the received verification code correctly, and click [Website logout].

The public security organ will process your application within 21 working days, and the cancellation will be completed if the application is approved; Otherwise, you will receive a text message stating the reason for failure, and you can re launch the application after modification and improvement.

6. Unregistered website application

Unregistered websites are website information that is automatically pushed by the system. If you receive the filing notice sent by the public security organ, please register on this platform within a limited time and improve the filing information. The filing process is the same as the application for new websites.

7. Website claim

Website claim refers to the situation that you have previously filed offline with the public security organ, but not on this platform. If you receive a claim notice, please register the website under your account claim name.

Claim process

Step 1: Log in to the website to register an account,

Step 2: Fill in the information of the start-up subject correctly, and the system will automatically push your website to the website claim menu.

Step 3: click the corresponding button in the "Operation" column, modify and improve the filing information, and submit it, waiting for the audit results.

Note: If the claim is not completed within the specified time after receiving the notice from the public security organ, the website may be shut down.
